The High Council of Mikaia begins

The High Council Begins

The High Centurion arrived yesterday accompanied by a select group of Centurions and many Elementals. Elemental Tobias had hoped to be in Conaldra a day earlier but had eventually joined the High Centurions entourage. Tobias, being the Head of Communications at the High School for Elementals, acted as the chief administrator during the High Council sessions.

Today was the first day of the two-day official event. Tobias had been given a room and he had a number of Elementals acting as scribes and clerks working for him. The first day was always very busy working on petitions and collating materials for each submission. During the day, representatives from the High Council members would drop in and confer with or deliver information to Tobias. Also, representatives of the petition sponsors would make appearances to ensure their petitions were in order. Centurion Riley, being the major organiser of meetings during the course of the High Council, frequently met with Tobias.

Just before midday, he came striding into the room. “Tobias, is the final draft for the fishing dispute petition ready?”

Tobias looked up from his desk as Riley approached. “Yes. It’s here.” He placed his hand on a large scroll in front of him.

“Good. Prince Irwin is meeting with Chief Ta-Jimi after lunch and they would like to see a copy.”

“I will have a second copy drawn up and delivered shortly.” Tobias signalled to one of the assisting Elementals to take the scroll.

“Thank you. Are there any other audiences for submission today?” Riley looked around the room.

“No. It has been quiet this year. All the major ones had been dealt with already and now it’s just a matter of prioritising them for tomorrow.”

“So, the agenda is looking manageable?”

“At this stage. Yes.” Tobias’ eyes were drawn to the entrance and he quickly stood up. Riley turned to see who had entered the room. It was Princess Isabella. Her entrance was met with a shuffling of chairs and feet as everyone stood up in respect. She approached Tobias and Riley.

“Your Highness. Your visit is unexpected. How may I be of service?” Tobias bowed his head slightly as he greeted her. Riley stepped back and also bowed his head.

“Elemental Tobias, nice to meet you again. I came regarding a personal matter.”

“Your Highness. I have seen your petition regarding Princess Ava. All is in order.”

“Thank you, but I wanted to enquire specifically about her wellbeing since you are at the High School for Elementals.”

Tobias looked around the room and signalled to the others to get on with their work. “Your Highness. Princess Ava seems to have settled in well. No different than any other first year. She has made some friends and by all accounts, she is an above-average student.”

“Thank you for your candour.” Isabella produced a small privately sealed scroll. “Could you see that she gets this scroll on your return? I would ask that you keep it confidential and deliver it personally.” She passed the scroll to Tobias. He accepted it and bowed his head. “As you wish, Your Highness.”

She smiled at both Tobias and Riley. “Goodday to you both.” She turned and left the room. A silence filled the room after she left, then Riley asked. “Do you think their petition will succeed?”

Tobias sat down and shuffled some papers. “Unlikely. I doubt the High Centurion will budge.”

“Well, I must be off. I will see you at the gala dinner tonight.” Riley took one last look around the room before exiting.

A Chance Meeting

Princess Imogene was enjoying the late afternoon sun as she walked around one of the gardens within the palace. She was on her own having a desire to spend some time alone. She was thinking back to the dinner with Theodor’s parents the night before. They were a lovely couple, which saddened her a bit. It reminded her of the mother she had lost and how her father was now widowed. She was also a bit depressed that Theodor had not sent any letter or message for her with his parents. Suddenly she was jolted out of her thoughts by the appearance of Ahuru in front of her.

Ahuru, is the eldest son of Queen Hakina, from the Western Federation of Islands. He is a very strongly built young man of seventeen. He wore traditional islander clothes, which meant that most of his muscular chest and strong arms were bare. He smiled at her and bowed his head ever so slightly. “Princess Imogene, I am Ahuru. You have heard of me, yes? I was hoping I would replace you. The gardens are a great place to reflect. May I walk with you?”

“Oh. Ahuru. Yes, I do know of you, but I was hoping for some time to myself.” She hesitated and stepped back a bit because Ahuru was uncomfortably close. “You can join me if you wish.”

Ahuru stepped aside and motioned for Imogene to proceed. As she began to walk he joined her.

“Will you be attending the Gala Dinner tonight?” Ahuru started the conversation.

“Yes. My father and I are hosts.”

“Good. Will there be dancing tonight? I would be honoured to have at least one dance with you.”

“There will be an opportunity to dance. I will consider your offer and if the chance presents itself, we may end up having a dance.” Imogene didn’t want to encourage him.

“What? Will there be other young men more attractive than me. You would prefer to dance with them?”

“I said nothing of the sort. I am a co-host with my father and will have to talk with many of the visiting dignitaries. There may not be time for me to dance.” Imogene explained.

Ahuru abruptly changed the topic. “What are your father’s plans for his succession?” Imogene was surprised and a bit shocked at the question. “Sir. My father’s affairs are of no concern to you. But as I am his only heir, his succession is not an issue.”

“I mean no disrespect, but your father is High Prince of the East. His successor is of concern to all the rulers of Mikaia. You will have to marry and continue his line. Has he chosen a husband for you yet?”

“How dare you? This conversation is over. Good day, Sir.” Imogene turned back in the direction they had come and walked off, leaving Ahuru smiling to himself.

The Cave Dwelling

Ambrose was thinking about his meeting with Demarco as the group arrived at the cave-dwelling. They had arrived at dusk and the light was fading as they dismounted and secured their horses.

“Jalen will not be here till tomorrow. Let’s make camp outside. I will go in and let Demarco know that we are here. I don’t want him stumbling on us unawares.” Ambrose unpacked his bedroll and pack before leaving Jaymar and Udolf to make camp. Udolf was close on his heels, but Ambrose turned and signalled that he didn’t need to follow him. “Watch over Jaymar.”

Udolf uttered a low growl and positioned himself to guard the entrance. Jaymar set about making a fire. He was hungry and wanted to get something cooking as quickly as possible.

The Gala Dinner

The High Prince Anastas and his daughter Imogene sat in the centre of the high table. They were flanked on either side by members of the High Council. Anastas and Imogene were the first to take their places, being the hosts. As usual, all the other dignitaries had been ceremonially announced by the Master of Ceremonies and ushered to their position amongst the many tables in the hall. Security was very tight and Centurion Bowdene was standing just behind Anastas chair. There was also a pair of Conaldra Royals standing at either end of the high table. Captain Diego was supervising the guards that were stationed at the entrance to the hall. He was hoping nothing would go wrong tonight.

High Council member’s partners, children and other important dignitaries, including the High Centurion, sat at a table directly in front of the high table. The Master of Ceremonies brought the hall to attention.

“Your Highnesses, Your Eminences, Nobles, Ladies and Gentlemen. I present to you your hosts, the High Prince of the East, Prince Anastas of Conaldra and his daughter Princess Imogene.” There was loud applause from the hall. As Prince Anastas stood up the hall fell quiet.

“To my fellow members of the High Council of Mikaia, the High Centurion and all of our guests here tonight, I extend a warm welcome on behalf of my daughter and myself. We are very pleased once again to host the biannual meeting of the High Council of Mikaia. I will not bore you with a long speech just yet, as we have some entertainment for you, before we can all get down to eating. So let the show begin.” The hall erupted in cheers and applause as Anastas sat down. Music erupted from the alcoves at the side of the hall as entertainers from the Western Federation of Islands ran into the space in the middle of the hall.

The men were bare-chested and wore a loincloth, colourful headwear, strapping just below the knee and anklets all made from feathers. The women wore a tank top, a short floral dress, flowers in their hair and anklets on their legs similar to the men. The women carried short sticks and the men short clubs or spears. This was the part of the evening Captain Diego was dreading the most. What if an assassin was in their ranks? He was feeling very anxious as he watched them start their dance. The Western Federation of Islands dancers started the entertainment with great energy. Queen Hakina was very proud.

Entertainers from the Eastern Federation of Islands also had their chance to perform. Their men’s performance was more acrobatic, followed separately by the women dancing at a much slower pace. Other realms and cultures were featured in the entertainment. The final group to perform was a squad of eleven Black Panther warriors from Ravenshowl. They were the escort for Elemental Levon, an Earth Elemental advisor to Princess Aliyah. The squad consisted of both men and women and they looked amazing in their golden tunics against their black skins. They performed a war dance to the beat of drums. It was a great conclusion to all the performances. The hall erupted in cheers and applause when the drums finally fell silent.

The Master of Ceremonies brought the hall to attention again as the cheers subsided.

“Dinner is served.” Servants poured in from the sides of the hall, carrying trays full of all sorts of food. Captain Diego was relieved that the entertainment was over. He was still on edge as the hall was abuzz, people everywhere serving the food and drink.

Princess Imogene was sitting on her father’s right and Prince Melville of Tamplina was sitting on his left. Prince Irwin of Princeton was sitting next to Melville and then Chief Ta-Jimi from the Island of Jermaine sat on the end. On the other side, sitting next to Imogene was Prince Pelliman of Middleton, followed by Prince Jarl of Falsbrook and then Queen Hakina from the Island of Maungawera was on the end. On the table opposite the high table, directly across from Anastas, sat the High Centurion, Gintaras. Next to him, sat Princess Isabella directly opposite her husband. Next to her was Centurion Oban, then Ma-Fliki sat on the end opposite her husband. Across from Imogene sat the grotesque Centurion Graguut. Princess Leilani sat next to him, opposite her husband with Queen Hakina’s two children, Princess Ngaire her heir apparent, and Ahuru her eldest son, completing the table.

During dinner, the members of the High Council chatted with those next to them or directly opposite. It was difficult to talk to anyone else due to the noise in the hall. Princess Isabella felt very uncomfortable sitting between the High Centurion and Centurion Oban. Imogene was not happy either having to sit opposite the grotesque Centurion Graguut. She could see Isabella was not enjoying herself. So, as soon as the opportunity presented itself, she stood up and walked around to talk to Isabella. Queen Hakina, saw that Imogene’s seat was vacant and immediately moved to sit next to Anastas.

“Your daughter is very beautiful. Have you made plans for her marriage?” Hakina was very direct. Anastas sipped his wine to clear his throat. “No. Queen Hakina. Imogene is only 16. There is no rush.”

“My eldest son, Ahuru.” She signalled to her son across the table. “He is eighteen this year. They would be a fine match. There are not many eligible Princes around. I am sure you want a royal match.”

“My daughter will most likely choose who she wants when the time comes.” Anastas saw Imogene watching them and he returned a smile.

“Don’t be ridiculous. You would not let her marry some lowly noble or worse. No, surely you want an alliance, to shore up your position as the most powerful Prince of Mikaia.” Hakina goaded him.

“Queen Hakina, you are mistaken. I have no need to reinforce my position and I value my daughter’s happiness. She will choose. Now, if you don’t mind, I have a speech to make. Please return to your seat.” Anastas signalled to Imogene to return to her seat and he indicated to the Master of Ceremonies, he was ready to deliver the main address of the evening.

Hakina scoffed at Anastas response and left him, returning to her own seat. When Imogene had returned to her seat the Master of Ceremonies brought the hall to attention.

“Your Highnesses, Your Eminences, Nobles, Ladies and Gentlemen. The High Prince of the East, Prince Anastas of Conaldra has the floor.” The hall fell silent once again.

“I hope you have all enjoyed the entertainment and dinner so far. There is more to come.” Some minor cheers echoed around the hall. Anastas continued. “While we are here enjoying the celebrations and the coming together of friends, there are, however, serious matters to discuss and disputes to settle. The High Council of Mikaia sits formally tomorrow and my fellow members and I have some difficult decisions ahead of us. Recent times have seen some conflicts that we have not yet understood their meaning or potential impact. The far West is facing uncertain times, but even so, Lockmort and Pukavan, sworn enemies are currently in treaty talks. This is good news. In the East, attacks and raids have gone unchecked and demand our attention. We will be discussing what measures are required to respond to and protect our people. Be reassured, the High Council is united and we will provide strong leadership during this time of uncertainty. We will also be looking to the Centurion Order for support. The biannual Duma will be held in under two moon cycles and we look forward to a reinvigorated Centurion Order, bolstered by new initiates. Finally, I look to my daughter, Princess Imogene, who debuted last year. She represents the future of Mikaia and the young crop of rulers that will carry on our legacy long into the future. By the Elements. To the future of Mikaia.”

He raised his glass and waited as the hall stood as one and cheered. “By the Elements. To the future of Mikaia.” Loud applause and cheers followed as people drank from their cup or glass and then sat down. Prince Anastas remained standing. “Now, let the entertainment continue.” More cheers and applause as he sat. Imogene immediately reached across and gave him a kiss on the cheek. She was very proud of her father.

The rest of the evening was full of entertainment and dancing. Imogene did her best to steer clear of Ahuru. She busied herself by talking to as many dignitaries as she could. The High Centurion Gintaras and his two senior colleagues, Graguut and Oban, were the first to take their leave. As the night went on other dignitaries and members of the High Council slowly drifted off. Paying their respects to both Anastas and Imogene before they departed. As the entertainment came to a close, there was only Anastas, Imogene, Melville and Isabella left. They had gathered together on the high table and were generally just chatting and enjoying themselves.

“Looks like we are the only ones with real staying power.” Joked Melville.

“Perhaps it is time to call a close to the evening. Tomorrow’s sessions will no doubt be challenging. Melville, we will need our wits about us. So go and get a good night sleep.” Anastas signalled for them to depart. They all said goodnight and headed for their rooms.

The High Council Sits

The High Council of Mikaia assembled in a large chamber set up for the day’s sessions. The High Council members sat at a high table at one end of the chamber. Anastas was once again in the centre. In front of them was a table set up for Elemental Tobias and his supporting scribes and clerks. Facing the High Council members were a couple of vacant tables. These would be used by the people presenting their petitions. Down the left side of the chamber were a number of bench seats. These were reserved for High Council partners, children, Centurions and other nobility. The right side of the chamber also had bench seating. These were for the general public. There was also an open space in the middle of the chamber which at the moment was full of people milling around waiting for proceedings to commence.

All the members of the High Council were finally in their positions. The High Centurion and his supporting Centurions and Elementals were seated along with many nobles and other dignitaries. Elemental Tobias entered the hall followed by his supporting staff. They moved to their seats and Tobias called the hall to attention. He had a gavel which he used to silence the milling crowd.

“Please take your seats.” At that moment a squad of Conaldra Royals moved into the middle of the hall and cleared the space. They ushered people either to their seats or to the back of the hall. They then lined up across the hall behind the vacant tables facing Tobias and the High Council members.

“Order. I call this session of the High Council of Mikaia to order.” Tobias used his gavel again.

“I am Elemental Tobias and I am chairman of today’s session. I want this to be an orderly meeting and everyone will behave respectfully. I now call on the head of the High Council of Mikaia to open proceedings.” Tobias turned and nodded to Prince Anastas.

“Welcome, one and all to the High Council of Mikaia. I officially declare this session open. Master Chairman, you can proceed.”

“Thank you, High Prince Anastas. Firstly, I have an apology from Prince Xavier, brother to the High Prince, as he cannot attend this session of the High Council due to disturbing attacks that have occurred recently in his domain. Now, to the first order of business.” Tobias opened a scroll and continued.

“The High Council has received a petition co-signed by Prince Melville of Tamplina & Prince Pelliman of Middleton. It is supported by Princess Aliyah of Ravenshowl, who has sent her representative to speak to the petition. Will the petitioner come forward?”

Elemental Levon, an Earth Elemental, stood up from the bench he was sitting on and moved to the central vacant table. He was an advisor to Princess Aliyah in Ravenshowl. It was normal protocol for petitioners to only address the High Prince, as it would take too long if they were to address all the assembled nobility.

“Your Highness, High Prince Anastas. Your Eminence, High Centurion Gintaras.” Levon bowed to both in turn.

“I come before you representing Her Highness Princess Aliyah of Ravenshowl. For many moon cycles now, we have seen the destruction of communities, families torn apart and the mass movement of refugees forced from their homes. All because of Prince Jarl’s hatred of Animoids.” Shouts came from the public benches and Prince Jarl yelled abuse at the Elemental. Tobias hit his gavel on the table a couple of times.

“ORDER. Order.” He commanded. “Elemental Levon. Read out the petition.”

“We the co-signed, petition the High Council of Mikaia to commission a joint Centurion & Council investigation into Prince Jarl’s ban on Animoids and his purging of them from his realm. We also call for the suspension of Prince Jarl from the High Council of Mikaia during the investigation.” The hall erupted with shouting and cheering. The majority seemed to be supporting the petition. A few that called out support for Prince Jarl were quickly drowned out. Prince Jarl was out of his seat again shouting abuse.

“Order. Order. I shall have quiet.” Tobias paused as silence eventually fell over the hall. “Your Highness, Prince Jarl. You may respond.”

Prince Jarl walked from his seat to the floor of the hall and stood in front of Tobias and his peers on the Council. “This is outrageous. How dare you?” He pointed at Prince Melville and Prince Pelliman. “You presume to meddle in my affairs. Melville sent two Elementals to negotiate, but it is clear now that they were spies. Can’t you all see that we are facing, another Animoid Uprising? Raids are already happening both in the West and East. I am doing what is right for my realm and my people.”

Shouts echoed around the hall. “Animoids are your people.”

“Greedy. You just want to take their land.”

Tobias shouted. “ORDER. Your Highness, Prince Jarl. As the petition is against you. You must abstain from voting on the matter. I put the petition to the Council. Those in favour raise their hand.”

Melville, Pelliman and Irwin all raise their hand.

“Those against, raise your hand.”

Queen Hakina was the only one to raise her hand.

“Confirming that Chief Ta-Jimi is abstaining.” Tobias looked at Ta-Jimi who nodded his agreement.

Tobias concluded. “As the vote is not tied, the High Prince Anastas does not have to cast his vote. Therefore the petition is upheld 3 to 1, with 2 abstaining.” Cheers erupted once more.

“Order. The High Prince Anastas has the floor.” Tobias used his gavel again.

Anastas stood up. “In response to the petition being upheld, a joint Centurion and Council investigation will be established. We will confer with the High Centurion as to the team members and governing rules. From this moment Prince Jarl of Falsbrook is suspended from the High Council of Mikaia and will take no further part in today’s proceedings.”

Prince Jarl scoffed at the decision. “Be dammed the lot of you.” He then stormed out of the hall. Centurion Issatoro, who was sitting with the other Centurions, stood and followed the Prince. Two guards from the Conaldra Royals also escorted Jarl out of the hall. Prince Anastas resumed his seat.

Tobias banged his gavel. “Second order of business. The High Council of Mikaia has received a petition from Her Highness, Princess Sienna of Pukavan. As Princess Sienna cannot be here, she has sent a representative to speak to the petition. Will the petitioner come forward?”

Elemental Watson, an elderly Water Elemental, stood up from the bench he was sitting on and moved to the centre table. Watson has been the senior adviser to Sienna for many years.

“Your Highness, High Prince Anastas. Your Eminence, High Centurion Gintaras.” Watson bowed to both.

“I come before you representing Her Highness Princess Sienna of Pukavan and her son and heir Prince Aravin. The people of Pukavan live at the very edge of Mikaian civilisation, but they are a strong and proud people. For centuries the Pukavan people have battled against a feared enemy allowing the rest of Mikaia to live in relative peace. Her Highness Princess Sienna, believes her people have suffered an injustice by not being represented on the High Council of Mikaia.” There was a murmur from the public benches. Tobias wielded the gavel once more.

“Order.” He commanded. “Elemental Watson. Read out the petition.”

“Her Highness Princess Sienna, petitions the High Council of Mikaia to appoint Her Highness and her subsequent heirs to their rightful place as a member of the High Council.”

Tobias addressed the hall. “Is there anyone wanting to speak to the petition?” Everyone remained quiet and then Prince Anastas eventually stood up. “I support the petition. I concede it was an oversight that the Far West has not been represented on the High Council.” He then resumed his seat.

“Thank you, Your Highness. I put the petition to the Council. Those in favour raise your hand.”

All the remaining members raised their hands.

Tobias banged the gavel. “The petition is upheld. When the next High Council of Mikaia, sits in two years’ time Her Highness Princess Sienna, will be invited to take up her position on the Council.”

There was a collective cheer around the hall. Tobias banged his gavel again. “Third order of business. The High Council of Mikaia has received a petition from His Highness, Prince Melville of Tamplina. Will the petitioner come forward?”

Prince Melville stood up and walked to the centre table opposite Tobias.

“Your Highness, High Prince Anastas. Your Eminence, High Centurion Gintaras.” Melville dispensed with the formality of bowing. “Most here will recall the shocking event at the last Festival of Light. When an assassin very nearly claimed the life of the High Prince Anastas. Had the attempt succeeded, it would have dealt a disastrous blow to the High Council and left the people of Conaldra without their beloved leader. No doubt, in relation to other recent events, it could very well have thrown Mikaia into chaos.” There was a murmur of consensus around the hall. “My son, Prince Theodor and daughter Princess Ava, by chance, happened to be here representing myself and my wife, Princess Isabella.”

Melville looked that Isabella and smiled. “It was due to their courageous actions that the High Prince Anastas is with us today. Unbeknown to all of us, it was revealed that Ava, had considerable Elemental powers. What should have been a joyous reunion with our children, was however, quickly soured by the news that the High Centurion had demanded our young daughter be hauled to Daarook for testing.” An uneasy murmur echoed around the hall. “The test revealed the inevitable, but instead of letting our daughter return home, for us to consider her future. She was virtually treated like a prisoner and held in Daarook during the Dark Winter. Prince Isabella, a grief-stricken mother, was treated most discourteously and dispatched from Daarook to travel home alone.” An eerie silence fell over the hall. The High Centurion Gintaras sat in his chair showing no emotion.

Tobias eventually broke the silence. “Your Highness, Prince Melville. Read out your petition.”

“I, Prince Melville and Her Highness Princess Isabella, petition the High Council of Mikaia to urgently request the High Centurion release our daughter, Princess Ava and allow her to return home to Tamplina with us.” Not surprisingly there was a chorus of shouts in support.

Tobias wielded his gavel. “Order. Is there anyone wanting to speak to the petition?”

The High Centurion Gintaras immediately stood up and made his way to the centre table. Melville moved aside but remained on the floor.

“Your Highness, High Prince Anastas and members of the High Council, I admit this is a delicate matter and in hindsight, I may have acted in haste. But in matters of Elemental Law, I am the ultimate authority. Princess Ava has demonstrated considerable Elemental power and at such a young age, it would be irresponsible and dangerous of me, not to have her under constant supervision by a Centurion until she learns to control her powers. Now, we all know Prince Melville’s adverse feelings toward the Centurion Order. He has at every opportunity, resisted having a Centurion presence in Tamplina. There was very little chance that Prince Melville would agree to have a contingent of Centurions stationed in Tamplina for an extended duration. My only option in the short term was to keep Princess Ava in Daarook under the appropriate Centurion care.”

Melville interjected. “I object to the High Centurions insinuation about my adverse feelings toward the Centurion Order. The fact of the matter is that there has been no need for a Centurion presence in Tamplina.”

“If I may continue?” Gintaras objected. “Furthermore, the High School for Elementals has the most skilled Elementals available to train Princess Ava in all matters Elemental. That could not be done in Tamplina.” The High Centurion bowed slightly to Prince Anastas ending his counter-argument.

Melville stepped forward. “I protest. At no stage, did the High Centurion give my wife, Princess Isabella the courtesy of discussing schooling options for our daughter. In fact, he did not afford her the respect due to her royal status.”

Tobias swung the gavel. “Order. I put the petition to the Council. Those in favour raise your hand.”

High Prince Anastas stood up before anyone could vote. “Master Chairman. Sorry to interrupt, but I will add, this is a delicate matter. I fully understand the grievance felt by Prince Melville and Princess Isabella. However, time has moved on, and the school year has started. Princess Ava’s Elemental schooling is now the most important thing to consider. Now, Master Chairman you can call your vote.” Anastas sat down. Melville gave him a long hard stare.

“Those in favour of the petition to release Princess Ava into her parents care, raise their hand.”

Melville didn’t need to raise his hand as he presented the petition. Prince Irwin was the only other to raise his hand.

“Those against, raise your hand.”

Prince Pelliman and Queen Hakina both raised their hands.

Tobias concluded. “The vote is 2 for and 2 against. Confirming that Chief Ta-Jimi is abstaining?” The Chief nodded again to confirm.

“The vote is tied. High Prince Anastas. How do you vote to break the tie?” Tobias asked.

Anastas stood up. “I vote against the petition.” There was a murmur of surprise around the hall as Anastas resumed his seat. Melville’s shoulders slumped in disappointment as Tobias declared the result.

“The petition is denied, 3 against and 2 for, with 1 abstaining.” Melville walked slowly back to his seat. Princess Isabella was desperately trying to hold back her tears.

Tobias banged the gavel. “Fourth order of business. The High Council of Mikaia has received a petition from both the Eastern Federation & Western Federation of Islands in regard to a fishing dispute between the two parties. Petitioners come forward?”

Chief Ta-Jimi, representing the Eastern Federation of Islands stood up and walked to the central table. Princess Ngaire, Queen Hakina’s heir apparent, stood up and joined him. She was representing the Western Federation of Islands. Chief Ta-Jimi didn’t wait and decided to speak first.

“Your Highness, High Prince Anastas. Your Eminence.” He only bowed to Prince Anastas. “Our livelihood is at stake. The vast Eastern Federation of Islands is reliant on the sea and its bounty of fish. For generations, we have fished in an area known as ‘The Rump’ at the far North West of our Federation. In the last couple of years, the greedy Western Federation has been illegally fishing in this area. Just before the recent Dark Winter, violent clashes were only narrowly avoided between our Federations, due to the wise head of one of our very experienced fishing captains. I am here to see a resolution in these disputed waters and our rights to the area are upheld.”

Princess Ngaire had stood by patiently waiting for him to finish. It was now her turn.

“Your Highness, High Prince Anastas. Your Eminence, High Centurion Gintaras.” She bowed to both.

“Lord Ta-Jimi has grossly overstated the severity of the situation.” The Chief scoffed at her comment as she continued. “There was no confrontation between our Federations. It was just a misunderstanding between two aggressive characters. May I spend a moment to point out a historical fact?” She looked at Tobias for support. He nodded his head.

“After the terrible Animoid Uprising and the loss of the High Prince of the West, the Western Federation was not properly represented when a number of borders were redrawn. For nearly 300 years a mistake has not been corrected. The axis on the border directly South of ‘The Rump’ was incorrectly redrawn tilted towards the West. Originally this border was aligned directly North-south. If this was corrected, as it should be, then the area known as ‘The Rump’, would be split down the middle, allowing both Federations access rights. We have only ever fished in the region we believe to be rightfully ours. We have provided documents to the High Council showing the original border and this petition calls for the historical error to be corrected.”

Tobias produced a very old scroll and held it up for all to see. “The document referred to has been viewed by the Council and verified.” He placed the scroll back on the table.

“The petition being put; is that the original border be reinstated and new maps issued. Once received by all parties, the fishing and access rights will be legally observed by both Federations and the current dispute resolved. Is there anyone else wishing to speak to the petition?” Tobias paused and looked around the hall.

Prince Anastas stood up. “On behalf of the Council, I commend all sides in this matter, at being able to come to a mutual agreement. Master Chairman, call for the vote.” He resumed his seat.

“Those in favour of the petition to redraw the border between the Western and Eastern Federations, raise your hands.” All members of the Council raised their hands.

“The petition is unanimously upheld.” Cheers rang out around the hall. The Chief and Princess resumed their seats without looking at each other.

Tobias continued. “Fifth order of business. The High Council of Mikaia has received a petition from Prince Xavier. I ask that his representative come forward and speak to the petition.”

Centurion Fenzio stood up from his seat amongst the Centurions and walked to the central table.

“Your Highness, High Prince Anastas. Your Eminence, High Centurion Gintaras.” He bowed to both.

“Just prior to the Dark Winter we witnessed the horrific attacks on Bundamook and Pinemarsh. Both suffered major damage and in fact, Pinemarsh is totally ruined. It was a massacre. Hundreds of lives lost. Prior to these attacks, Animoid raids had persisted throughout Prince Xavier’s realm. Urgent requests for troops were sent to all the Princes of the East. But there was silence. No one answered the call.” There was a murmur that echoed around the hall. “These attacks were not just some minor band of outlaws raiding villages and farms. These were a coordinated prelude to major attacks. The time has now come for action.” People called out in support of Fenzio’s call.

Tobias wielded the gavel. “Order.” He commanded. “Centurion Fenzio. Read out the petition.”

“Prince Xavier, petitions the High Council to immediately raise an army and march to Kaemoora. Seek out this Animoid Army and destroy them.” Cheers of support rang out from the public benches.

“Order. Order.” Tobias addressed the hall. “Is there anyone wanting to speak to the petition?”

Prince Anastas stood up. “Centurion Fenzio, we thank you for your impassioned plea. However, I wish to correct the record. Prince Xavier’s call did not fall on deaf ears. Coordinated planning and recruitment of militia has been underway. Raising an army at short notice is not a simple task. Plus, there have been attacks in the West. Currently, there is a high level of uncertainty around who is behind these attacks. Intelligence gathering is yielding results and we will soon be in a position to respond decisively.” He resumed his seat.

Tobias continued. “I put the petition to the Council. Those in favour raise your hands.” All members of the Council raised their hands.

“The petition is unanimously upheld.” Cheers rang out around the hall. Centurion Fenzio resumed his seat.

“Order.” Tobias banged his gavel again. “Before we commence general business, we will have a short recess for refreshments. We will reconvene in one hour.” His gavel was drowned out by the noise as everyone began to move.

General business was still scheduled to take up most of the afternoon, but the members of the Council could now rest easy, as the major issues had all been dealt with. As Prince Anastas made his way from the hall, Melville pulled him aside and confronted him. “Why did you not support us?”

“Melville, this is more complex than you realise. We cannot have a powerful untrained Elemental running around unsupervised.”

“We didn’t say that. Of course she would be supervised, but at home in Tamplina.” Melville was getting emotional.

“I’m sorry old friend. Your stubborn refusal to allow Centurions to live in your realm, has given me and the Centurion Order no other choice. Now, please don’t press me on this issue again.” Anastas was trying to console Melville as best he could.

“I am also sorry because Isabella and I will not rest until we have our daughter back.” Melville turned and marched off, ending the discussion.

Anastas watched his friend leave and thought, “I hope they don’t do anything rash.”

The Cave Dwelling

Jalen landed near Jaymar and they embraced. Ambrose and Udolf were sitting on some steps just below the cave entrance.

“You made good time.” Ambrose said as he came down from the entrance.

“Aark. The winds were in my favour. I am hungry, what have you got to eat?”

Jaymar went over to a pack with supplies and brought out some oatcakes. Jalen gratefully took them and sat down next to the fireplace. Ambrose joined them and offered Jalen some water.

“Here, this will help wash those down.”

“Aark. Thanks.”

Ambrose waited till Jalen was ready to talk.

“Will you be able to replace your way back at night?”

“Aark, with a good moon. Not a problem. I’m more worried about flying with that Dark creature.”

“Demarco has a vested interest in checking out the new cave. You have nothing to fear.” Ambrose tried to reassure Jalen with a smile.

“Demarco is ready. As soon as the sun goes down you must go. So get some rest, my friend.”

Jalen blinked his large eyes and then looked around for some more to eat. Ambrose left him with Jaymar and returned to sit with Udolf.

“Will Jalen keep his nerve?” Udolf asked in a low whisper.

“Sure, he’ll be fine, once they are in the air.” Ambrose was hopeful.

The High Council Concludes

The afternoon session had progressed without too many issues. Most petitioners went away happy with the results. Tobias was preparing to call a close to the High Council meeting, when a guard forced his way through the crowd, at the back of the hall. He had a messenger with him. He got Tobias’s attention and was signalled to approach the central table. Both he and the messenger were allowed through. There was a buzz in the hall as these new arrivals stood in front of Tobias.

“Order. Guard, you have some news for the Council?”

“Yes, Master Chairman. This messenger has just arrived from Kaemoora.” The guard stepped aside and the messenger spoke. “Master Chairman, Your Highness and members of the High Council, I come from Prince Xavier. A band of Lizard soldiers have been raiding the countryside near the mountains behind Pinemarsh, but that is not the worst. Yesterday they attacked a village less than 50 kilometres south of Kaemoora.” Calls of alarm rang out around the hall.

“Order! Let the man speak.” Tobias yelled out over the noise.

“The village had reinforcements and what was thought to be good defences. But they were no match for the Lizards. The village has been destroyed.” The noise in the hall was deafening. The Council members were engaged in animated discussions as Tobias tried to gain control.

“ORDER. Order. I must have quiet.” The noise in the hall slowly subsided.

Prince Anastas stood up. “This is alarming news. Master Chairman you can declare this meeting closed and the members of the High Council will retire to consider what to do.” He walked off the dais and out of the hall. The other Council members followed.

Tobias tried in vain to close the meeting officially, but the noise was overwhelming. People were rushing for the exits. Bench seats were knocked over as people scrambled to get out. Many of the Elementals made their way out of the hall, but a large group of Centurions gathered around the High Centurion and waited in the hall. They would no doubt be called into discussions with the High Council.

The Cave Dwelling

Demarco and Jalen were ready. The sun had just set but there was still twilight.

“Aark. We must go if you want us to return before dawn.” Jalen was agitated and not looking forward to spending a night with Demarco.

“It won’t take long for me to determine if the cave is suitable or not.” Demarco stretched his large wings. “Lead the way.” He signalled to Jalen to fly.

Jalen took one last look at Ambrose before whistling up some wind and springing into the air.

“By the Elements. See you on your return.” Ambrose called out as the pair rose into the fading light. “Now it’s a waiting game. Let’s hope Demarco likes his new abode.”

A Cave not far from Lockmort

Darwah and five other Dark Ones had settled in a cave near Lockmort during the day. It was now time to resume their search. Darwah had divided his search party into smaller groups to cover more territory.

“We shall split up again. Two will come with me. The others will go further South. Meet back here on the third night.” He signalled to two of his party to follow him as he ran out of the cave and took to the air.
